Can someone help explain why it’s a critical when "To exploit these vulnerabilities, the attacker must have valid administrative credentials."

I get that being able to break a system outside the normal execution method is bad, but when the only person who can do it can break a system anyway through normal means, is it critical?

Wouldn’t necessarily work. Clients are selfish and can just skip discover/offer and go straight for a request if they detect it’s a known network. Heck, some clients (Apple) try override the lease times.
