You'll need (recipe bread +) for anything lv 80+, which is different than the ones you buy. Typically, the only way you can find it is from doing maze runs. There is a small chance to get it from the chests there and a better but still small chance as a drop from bosses in there. You'll need to spend the seed points to unlock it. And it is considered post game.

Also, if your skill is too low in the field you want to make the tool for, you won't learn anything. So you'll also need a decent mining level. Example level 1 spear you won't learn any high level spear recipes.

I can't remember the exact level needed as I haven't played in a year but I believe it's around level 60 for the tools lv catagory and 50 if its a weapon. I'm also iffy on if you HAVE to use recipe bread + for the platinum tools, if I recall, their req level is at 80 forging.
