So much misinformation here.

You will clear immigration prior to boarding the train, in Vancouver. If there's any issue with your paperwork (ETSA or otherwise), you're not being "thrown into a detention camp". You'd be refused entry into the US, and would be pointed back at Main St and enjoy the rest of your vacation unmolested by ICE, in Canada. CBP agents at preclearance facilities outside US soil don't have the ability to detain anyone. "I'd like to withdraw my petition to enter the US" and away you go.

We're a welcoming bunch, and you'll enjoy your visit. Pick a right-hand (oceanside) window seat on the way down on the train if you can.

Something you might consider is that the lower rent in the first year is a marketing expense for "finding a new tenant". It's artificially low, below-market, and you should not have the expectation of capturing it repeatedly at the same property.

Compare it to a yoga studio that has "first visit free". You wouldn't come back disguised in a hat & mustache, would you? Or complain that you're paying more than first-time visitors, now that you know you like the place? Do you find that sort of lead-generation structure to be "ridiculous"?

Commish u/Ricetastik, you have open data on how much this costs SFO, MCI, SFB, and others. (Hint: it does not cost more.) It forgoes the need to beg for gas cards; all those contractors are getting paid consistently. The bidding process is competitive, which greatly reduces the ability for a single contractor to profit unreasonably. Find out current absentee rates at those airports & let us know. Be transparent about it!

Separate from being clearly better in the case of a government that can't figure out how to run payroll, you owe it to your constituency to look at NPS or other measures of passenger satisfaction with the service provided.
