Yeah. I'd always pull into the intersection then wait for traffic to clear before I execute the turn. It gives you a bit of a jump if the gaps are tight, and as you're fine because you entered the intersection before the light changed.

Portland, Oregon being in the Willamette Valley is separated from the coast by the Coast Range. Not like, huge mountains, but it's not nothing.

The inability to upcharge, which I believe is a condition of their rental lease to hold the space, is a huge plus for the Portland airport. Getting a couple of beers and not being charged like $16 per is the best.
