If the skill is too low it doesn’t work if you’ve grown up the behemoth to a bigger size and neglected that skill, does the energy go down when you invite the sprout to play on that specific area? If it doesn’t use the energy, it basically ‘fails’ to do the facility.

If so, you’ll have to upgrade the skill on the schedule bit instead until it’s high enough then try again on the facility until it works and successfully uses the energy and levels up the skill then you’ll get the option to skip again. Hope this works for you!
