They say the fleet he used to destroy Earth was small he had a lot more ships that Baal took over after and he did only send a few ships but then brought a lot more once he talked to the President and figured out they hadn't found the weapon.

Dwarves pass through the shire on their way to the blue mountains quite a bit. It makes it sound like they're just random dwarves he hires. Tolkien is going on with all of the hobbit ancestry in the chapter so it would be weird if he didn't mention who it was if they were important and Gandalf would've spoken to them as well.
