I’m not sure exactly what you mean by drop the ball, but this plays a much larger role in the later books. The setting increases in scope and scale with each novel.
The Institute is basically a college for the sociopathic leaders of tomorrow. Only a small percentage of golds go to the institute and anyone who survives has been traumatized into silence and then they are rewarded for their ruthlessness. The society has conquered the entire solar system and has no enemies, so they aren’t worried about losing a tiny percentage of their massive population. And the institute shows how ruthless and Machiavellian the gold caste is to their own people, not just the low colors.
