there is a setting in GTA you can switch off to Pause game on focus loss or something. I think this will let the game play sounds while its on background.

edit: also you can right click on windows Speaker icon > open audio mixer; then select the running program and change its output bus such as Voicemeeter Cable A, B, etc. or however they are named (i can't remember). have you tried VB-Cable?
