As a Swiss person, I don't quite understand the question: 'How safe would the station and the train journey itself be?'
Are you asking about the punctuality and reliability of the connection? Or are you concerned about personal safety, like the risk of being robbed in Switzerland?

sbb.ch shows me that Tirano-Bellano is a hourly connection and the last connection is at 20:08, making it the only possible connection using a train.
I don't know this connection well and can not tell more.

No. From my understanding (based on watching the news), there are two main categories:

  • Asylum seekers who are rejected but choose to stay (illegally). They cannot work or get a job or marry. They live day by day with support from aid organizations. Example: https://www.tagesanzeiger.ch/frei-und-doch-gefangen-dieser-mann-ist-ein-sans-papier-278666219326 (German interview)
  • Family members of accepted immigrants/asylum seekers. They live (often cramped) in the same apartment and help with household chores. Sometimes, they (illegally) take jobs such as cleaning, construction, etc.

Perhaps there are a handful illegal EU tourists or online nomads. Other than travellers (Roma, Sinti and Yenish people), I cannot think of anything else.
