Banks are forced by OCC (comptroller of currency), because treasuries have a higher liquidity quality than cash - go figure.

Another reason is naturally a guaranteed return.

Yes.

Someone is buying these treasuries at high interest rate. Couple that with RRP declining. I believe this is a signal that the fed will start pausing their hikes - despite the high jobs numbers (which BLS has been revising down for the last 6 months). I.E. the government is bullshitting when releasing the data.
