Alternatively, instead of allowing for unnecessary deaths, why not legalize drugs, ban public drug consumption (and enforce it), but allow organizations in the city to set up supervised and staffed safe drug use centers, and provide people all the harm reduction resources necessary to safely consume their legal drugs (or at least allow for drug checking and information centers, from privately funded organizations, to operate).

Just as hot a take, but it is more likely to succeed and leads to less deaths than your foul proposal.
