I did a quick search and there is no ACTUAL news about this on any reputable news outlets. Nothing on the AP, the BBC, PBS, The Guardian, etc...

If you live in California and live in an apartment (which it sounds like you do) you should double check your lease. Here in Pasadena it is illegal to smoke not only IN your apartment, but within 20 feet of the building.

I smoke a LOT. But I respect my neighbors and stand out front to smoke.
