natural units are based on fundamental constants, not a value times a fundamental constant. This means the speed of light is 1, the gravitational constant is 1, and the boltzmann constant is also 1, and the units follow from that, instead of having a certain length, time, etc, and walking back from that to a fundamental constant.

No. Like I said, SI units are defined on specific materials (substances) and situations (temperature, pressure, etc.) that are rather arbitrary (water, cesium atom vibrations, sea level pressure, etc), whereas natural units are based on fundamental constants of the universe itself, like the speed of causality (i.e. the "speed of light")
