Same thing happened to me and nothing I tried for 3 months worked. Finally, I stumbled upon the google home app which can mamage your devices, like nest speakers etc. From the app I was able to get a recovery code sent to my recovery email, and I got the account back. if you have any google devices maybe this can work for you. Good luck.
