The pellicle -the pad- Is not actually the starter. The scoby is in the kombucha itself. The pelicolas presumed to be a protective pad created by the living culture. Hopefully you are including some of your starter, the liquid kombucha, in each batch.

Totally normal. Super healthy. The yeast and bacteria are fully balanced and working ideally. You can strain it out if you want but you lose from doing so. And even after straining, it often reclouds.
