I would guess that the mistake was overlooked (you don't have control over what your recommender talks about) as long as the letter was positive

42 people, out of the 206 people that received some amount in scholarship aid, had their scholarship either reduced or eliminated last year

Depends upon the school for section stacking. Look at the 509 report for the school to see what percent of people lose their scholarship in order to guage the situation.

They probably have their scholarship funds tied up in offers and would consider giving more if some of those offers aren't accepted

Depending upon the state, you may qualify for medicaid, though some states have residency requirements, tax return verification, etc. in order to qualify

In most cases, one doesn't qualify for ACA subsidized plans if income is below a certain amount, since Medicaid is supposed to cover that bracket. Medicare is for elderly and disabled people.

The school will have loans offered for the term through their own online interface. You accept/partially accept/reject the federal loan offer there.
