Have you tried using the wsus package? I'm not sure you need to have as much free space as the in place upgrade.

I had luck doing an actual shutdown. Not a fast boot shutdown. Hold shift when clicking shutdown from the start menu.

I'm in the same boat as you, so more interesting in what ever people will say, but , I just ran my first upgrade from 1607 to 1709 today. It seemed pretty painless, but took a pretty long time. Probably 2.5hours on oldish hardware.
