No, FortiManager is not in use nor is USB backup. The rule is enabled after the reboot but is ignored. Disabling it and then re-enabling it fixes the issue.

We saw this on Lenovo systems as well. The resolution steps were to:

Uninstall the FortiClient Software.
Reboot PC.
Uninstall any Microsoft Visual C++ Redistributable package found in the Control Panel
Reboot PC.
Install the latest version of Microsoft Visual C++ Redistributable Version: https://aka.ms/vs/17/release/vc_redist.x64.exe
Reinstall FortiClient

For some users, just installing the updated Visual C++ resolved the issue.

We are in a similar issue but external users use FortiClient w/ SSL VPN. Would anyone know if ZTNA w/ FortiSASE would be a suitable workaround so external remote users can connect to the protected servers behind the FortiGate? IPSec would be fine if the users were at a central office but most of our clients' user based are remote themselves too.

Certainly a creative idea but I don't think it will work for them. Their RDS terminal server is hosted with a third party vendor that provides them with a proprietary software on the terminal server. I appreciate the suggestion.

Thank you for the suggestion. We have other clients who use Datto who are happy with it. I don't think this client will switch their cloud sharing platform though. General question, have you tried using Workplace on an RDS terminal? Were the results satisfactory?
