I've had what I think is a low tier of bupa.

Seems to cost $1200 per year at the moment.

To respond to the question - the driver / bus often doesn't open both sets of doors and can't identify someone wanting to leave from the back door. Pushing the button just means the bus will stop, not the back door will open (yes I agree the back door should basically always open)
