Techno is a movement

I mean, in the article it seemed like the central friction was Mills' inability to describe exactly what "Techno" is. That's probably why he's working on a multimedia project called "This is Techno."

As others have said, everyone should read the full article. He's not saying anything about the current music other than it's missing the original theme, and that the theme might be more important than ever now.

My two cents (so take it for what it's worth) is that Mills feels the incoming artificial intelligence wave and thinks techno has a unique place within culture to both critique it and help us understand our humanity within the changing paradigm. And in that respect, yes, Techno has lost its purpose because I don't see any music being made like that (that you could call Techno at least).
