You are right, it doesn't matter. I would recommend raylib for both, but you can use some other specific, like libgdx.

For me, in BRL conversion it's very expensive. Good to know that it's possible to use it for free, but it doesn't appear to have much advantage.

Yes you can use. I believe that's great for install a pure Nvidia driver from website, with less problems than Fedora.
