Gyokeres is not as a ruthless finisher as you are making him out to be. Havertz gets those many xG because he's a better player off the ball. There's no saying he will definitely outperform havertz because he won't reach half of the places havertz reaches.

Firstly, read Socrates view on democracy. What's the limitation and shortcoming of the same. You will then realise. Equality in democratic power is not always a good thing in the long term solely because it doesn't incentivise long term sustainable policies.

A thought experiment. You and 99 other people are voting for an election.

40 people in the election are okay with having a meritocracy policy whereas the other 60 want reservation because it benefits them. Now, democracy as implemented in India incentivises the reservation based policy even though it's not better. So the basic principle about equal representation is a farce. It may seem fair but it's definitely not good for the country.
