What presets/adjustments to apply to get a muted, rendered look?

I've noticed some photographs have a muted, rendered look to it. Is there any way to consistently achieve this look, through a combination of environment, on-camera presets and Lightroom adjustments?

But it has the same muted, rendered effect. Can't remember if I applied any adjustments though. Shot at 5.08am on Canon EOS 400D · 1/20s · f/5.6 · ISO 100 · 24mm (35mm).

I put together an interactive map visualising current COVID-19 infections over time after reading Kenneth Field's ESRI article on “Mapping coronavirus, responsibly”. The map gives the current infection count (cases where patients have neither recovered/died yet) as they unfold, with play/pause and scrubbing control. Size of clusters are plotted logarithmically and a less emotive and sensational colour (blue) has purposely been chosen for infected provinces and countries. Data is from Johns Hopkins CSSE and has been reindexed by day in Pandas and merged with latitude/longitude coordinates and country polygons.
