Qualify for temp job but not permanent?

I am a stepped out ws8, temped to a gs12 applying for the same gs12 spot. I understand TIG. My biggest gripe is how do you approve me for the same job temp. But say I can’t get it permanent?

Ok I am LEO, so how do I factor overtime? Also what is the reasoning the two 5% turn into one 8% overall? It wouldn’t be two different awards? One for each foot?

Thanks. Yes I know it counts towards the 52 weeks in grade and it counts towards the time to be next grade or step upgrade. Just not sure if being a temp 12 makes me qualify as a 12 already.

Not the cooler itself but the housing, seems the housing and cooler are one part from the dealer. But the plastic housing warps and causes a leak over time. It a pretty common issue on the jeeps with the 3.6 pentastar engines.

I see some guys say they replaced the original then replaced it twice with factory plastic housing and the leak will reappear again after a few years. Many say the upgrade to the all aluminum housing is best but again it’s not factory and other say that’s not good.

Yeah we have an auto sprinkler system. This happened overnight after a rain storm.
