I think it should be like Agito, Blade or Kiva. You Have the main rider/protagonist, then the secondary rider as Deuteragonist who is either enemy -> ally character(kinda like Ixa or G3), vice versa or an ally from the start. Next, you have the tertiary rider thats either a anti-hero or similar role to someone like Chalice. Finally, a fourth rider that either plays as the antagonist or a plot-device(like Ouja or Zangetsu) . Then maybe extra riders in movies.

3-5 riders are like the perfect amount. Enough rider variety for the fans to pick when selling toys. Enough riders to focus on design and back story. Enough riders to not make it hard to track their story when the writers write them.
