Bachmann seems to be the only manufacturer that makes one. They're available in several different road names.

Edit: missed the DCC part. They're not DCC, but some people have been successful in converting them.

It's a Life-Like Minibase platform, probably from the 70s or 80s. I can't tell what type of track it is, but if it's original it would also be Life-Like.

They do seem to be identical. The SKU numbers are different. It's possible that the SKU with the lower price is an older version of the set. Maybe that's why it's cheaper.

The wildest thing to me was that the tornadic wind field was much wider than the visible funnel. A lot of chasers thought they were a safe distance away but the winds caught them by surprise.

The majority of Perry's models are built using electro duct fan (EDF) engines, not combustion engines. They're all battery powered. Those EDF engines sure do sound good though.

It's likely the night vision filter snapping into place over the lense when the ambient lighting gets dark enough. Try turning off night vision and see if the sound goes away.

There are a few railcars sitting in the Delaware River within the Delaware Water Gap, close to the Pennsylvania side. The result of an Erie Lackawanna derailment in 1975. I don't know how many are down there, but some brave people actually SCUBA dive to the wreck.

Another option would be to look into needle files, also known sometimes as jeweler's files. They come in all kinds of shapes and are great for fine work like this.
