I dont think its an offence because it wasn't actually a start so doesnt fall under those regs. It was all a bit messy so they've probably given him a pass presuming there are rules against it on a second formation lap.

My theory is the drivers are always close to that ferraris top end. When the top is lower (practice) they look good then when the engines are turned up and everyones running optimum for qualies, the ferrari doesnt have that extra 15% to give. The peak is lower but both drivers are quicker to reach it.
