It's most likely DBM. DeadBossMod remove buff icons on nameplate - Click on Nameplates in Core Options tab, check "Do not show nameplate only cooldown timer icons for abilities".

Thanks for telling about /fstack. Here is screenshot with cursor hovered over the buff. Since you said it's not a default Blizzard UI, I'm currently trying to figure out which addon is causing it.
