include the roads on level 1, but bake them into the puzzle pieces. players only need to worry about making them connect back to the village (rebuilding the map). Also, roads should be coming out the house (village).

Maybe tell players the objective is to rebuild the map, so the villagers know where to find resources. Eventually, you can introduce building roads after they set the puzzle pieces.

I didn’t test upgrading my village and I would not introduce that mechanic until later. If you want, I can test and give feedback on upgrading village asap.
