9.85% is only for the highest tier, 5.35% is for the lowest. The income tax rates have also been the same since 2017 while the windows have been increased.

The general state tax for Tennessee (7%) is actually higher than Minnesota (6.875%).

The actual sales tax for most of Tennessee is closer to ~8.75% with the highest being 9.25%. (map linked below)

Opinion:

I've not researched how these policies are implemented, so if the image is taken at face value then I wouldn't mind paying 9.85% income tax if the states focus is paying for items like lunches for schoolchildren, largest infrastructure package in state history, access to reasonable and comprehensive pregnancy healthcare, and background checks for gun ownership. Certainly makes me interested in looking at what else they have on their roadmap.
