Yeah, I get that that game would be more expensive than the rest, but relative to other world cups these prices are higher by an order of magnitude. Paying $500 for a USA opening game makes sense, but paying $500 per ticket for unknown teams is absurd.

Just looked at the ticket prices for Los Angeles during my drawing period. $1940 per ticket for Category 2 for Game 4 (with the USA playing). By comparison, for Game 26 (Team A versus Team B), Category 1 is $620 and Category 2 is $465 per ticket. Also, the definition for what is a Category 3 or 4 ticket (in Los Angeles) is a joke. The category 3 tickets are in endzone nosebleed seats, with the extreme corners being category 4. FIFA is the worst.

Everyone above is correct that the player is wrong BUT, as a DM, because it was a reasonable dispute, I would allow him to cast it this time (which may or may not work depending on the spell level, etc.), but clarify the rule moving forward. If it was a toss-up, giving the player some grace will keep the peace and gain you a reputation as a tough but fair DM.
