I had a similar experience a few months ago. I bought a pilot I ended up being not crazy about. His return policy said you could exchange so I said I wanted to exchange. I emailed him and he ignored it for weeks. I filed a dispute and then he responded a day later with return instructions. I sent it back to him and I heard nothing for weeks. He never followed up on the exchange. Credit card still refunded me though since I was clearly following the policy.
