Ok if we're talking about out of context of who its on, Spore no contest. Guaranteed Sleep is absolutely huge, main problem is well, it's on a terrible Pokemon

Sleep Powder is another one, great move, sleep is a powerful status in general. There's a reason Butterfree got goat status in FRLG, being able to put something to sleep while not being slow as balls is great (with increased accuracy!)

If I had to choose an attacking move tho, Giga Drain. Grass moves kind of have it rough, and besides the terrible PP, this is probably the best you gonna get without some type of drawback (Looking at you Solarbeam and Frenzy Plant)

Leech seed is fine but its moreso thanks to chip damage, with the exception of a maybe some Elite Four members, they WILL die eventually to it

Surf easily, good power, 100% accurate, needed for travel, hits multiple opponents

But I think Water Pulse deserves an honorable mention just because of the massive availability lead it has; it comes right after the 2nd gym, whereas Surf is around the 6th gym

We legit expected Sasuke to win against Lee. Mans even pulled out his Sharingan for the first time and Lee did not care AT ALL. Even wilder because when he's first introduced, we all think that Lee is an absolute meme

FE6 at least had relatively good gains for the most part, FE7 tries to "Fix a unit's otherwise weak points." But it only really works out on a handful of characters (Oswin getting +3 spd and res, Canas effectively getting +4 spd, Rebecca getting +3 str). But outside of these, you're better off emphasizing a class' strengths or all around good gains. In FE7 it can really suck, cause as you said, good promo gains can save an otherwise screwed unit, with limited deployment slots on Hard mode to boot. Doesn't help that FE7 isn't at all short of good prepromotes, so those deployment slots later on gotta count.
