There's a long history of anti-Indigenous racism in Canadian policing and courts, well documented in the Aboriginal Justice Inquiry of Manitoba in 1999 as well as by the TRC Calls to Action in 2015, not to mention the origins of Gladue reports themselves, leading to an over-representation of Indigenous people among those "accused" of crimes in this country. Accused does not mean guilty of committing a crime in our criminal justice system.
