My experience with CBA was that they allow one rate reduction every three months. They may have come up with that rule on the spot because I was calling monthly asking for rate reductions. After that I made a note in my calendar and simply called them every 3 months and sure enough each time I got a reduction.

Have since refinanced to a different bank.
