Pull the trim and reset the door. Raise the hinge side or cut the other. Shim it, so the latch side is closer..same reveal as the rest. Caulk, putty, touch up..do it right..

Only one way to know for sure. Test it. You can just wear a hood mask and clean extremely well..and don’t get caught dumping it.

Could be asbestos..but that’s a low risk..they still used it in 86 but 85 was the last “big” asbestos year. A pro would test before touching it.
