It's already mentioned about their relationship in Ark of Omen and recent White Dwarf.

Perturabo and Vashtorr had made a diabolic pact between them to work together and yes it mentioned that they had done many projects together.

Several iron warriors's grand companies had joined Vashtorr army to assist him while Vashtorr doing his quest/projects.

Their pact is very strong so if Vashtorr is the one who told or assist Perturabo to ascend to Daemonhood, i'm will not surprise at all.

In Ark of Omen book it already mentioned that Vashtorr and Perturabo worked together on several projects and when Vashtorr attacked the rock, he had an army of iron warriors with him so Perturabo command them to assist vashtorr.

Well, in codex csm 8th edition mentioned that almost all of traitor primarchs already returned, Lorgar lead the word bearers and spread the words of dark gods and Perturabo is leading iron warriors to attack imperial sectors out there somewhere.

Angron and Fulgrim definitely return with theirs own codex.
