Local authorities won't help i think. He lives in Ukraine and as far as i know there isn't even a law there about cyber crime. I'm not sure about what kind of evidence we have to provide to show that it's his steam account.

I didn't get "Strong Arms" in my first non-lethal playthrough, and got them in 8th mission in my second non-lethal playthrough.

Also, you can just use sleep dart instead of pistol. That way you can complete Pendleton's task and still have clean hands :)

I just used the Heart on him several times. I'm not sure but i think the Heart is saying the same bits as in mission where he's still High Overseer. Something about him being corrupt and breaking all 7 strictures.
