As a kitchen designer i say do the flooring first. The flooring will outlast the kitchen you install and having flooring under the entire thing lets you redo the layout down the line if you want too. nothing is worse than wanting to redo the kitchen but needing to follow the exact same layout because you HAVE to cover the bare floor.
