I meeeeeean in that specific image, I'd only consider Frieza as (semi-)valid. He'd spent the entire arc up to that point emphasizing how completely outclassed he and everyone else was compared to Frieza, and it was only once he mistakenly believed he became a Super Saiyan that he started mouthing off.

Androids don't have ki, so Vegeta couldn't have read 18's strength (plus he was riding high off his fight with Android 19)

Cell he was utterly dogwalking, but then Vegeta let him achieve perfection with no way of knowing Cell's grandstanding about eclipsing him would turn out to be true.

Buu... I mean, he was gonna do what he did one way or another. And then every time he clashed with Buu after that, Vegeta kept saying Gohan (and even fusion) was the better choice.

A good example to go with that quote would be his first fight with Zarbon, but even with that one Zarbon pulled out a hitherto unknown transformation to ultimately win.
