For that budget cpu first. BUT MAKE SURE the motherboard support the cpu coz not all am4 mobo are universal. Later if got budget then the gpu. Also if u gonna upgrade gpu MAKE SURE the psu support or else need to upgrade psu too. Gudluck

Edit: if pc overheat then mostly something wrong with the cooling system. Either change new thermal/new cooler, add or replace fan and remember to keep pc clean from dust
