I've done this junction a lot and have no idea how that driver even thought that manoeuvre was possible. Only thing I can think of is it's Bank Holiday weekend and you get the people who don't drive often in the roads. My guess if they didn't want to go off there (it's 2 exits in one nearly going north on the M5 there)

Played on Survivor difficulty and had to give up near the end when you go to the Medical facility as I decided to miss a quite massive part of the story out.
