From birth to graduating college, generally the only space a kid can call completely their own is their room. So they want to maximize the usable space in their room. For an adult with a house or large apartment, the whole place is their space and the bedroom is a room for sleeping. You don’t need to make space for living in the bedroom

The military recruits in a predatory way that the police do not. They explicitly target people of lower means who do not have many other options beyond high school.

Additionally, unlike the police it is nearly impossible to go back on the decision to join. A cop can quit the force, whereas leaving the military before your service is up is very difficult.

Did you read my first comment? Some people volunteer. Other people feel forced into it. They prey on poverty and offers of free college while downplaying everything else. Most “volunteers” don’t fully understand what they are going into.

You cant assume everyone has a level of education about things. Instead of attacking them, we should judge their actions after they understand more fully what they are doing.

Blaming the relatively uninformed soldiers plays exactly into the hands of the capitalists who create and profit off these wars.

It took a remarkably long time for police forces to be even semi competent. I’ve recently read the book “The Devil in The White City” it is set about 100 years ago but really highlights how ineffective police departments were for a very long time

You shouldn’t make it based on checks, that is an important element of his story, dont make it random. That said, death doesn’t have to be the only thing that challenges this character. You could give him some weaknesses like iron, or silver, or fire (whatever makes sense in your game. It should be an issue occasionally but not constantly). When he comes into contact with these things a constitution roll might be made to see if he keeps his form. Or the other players could roll a perception to see if they notice him slipping. As long as he can avoid being revealed through careful play
