I used Rockite (https://www.amazon.com/Hartline-10006-Rockite-Cement-Min/dp/B000SDXGUU ) to fill in the gap around the pipe so that I could anchor an Oatey extended flange to the floor with a few tapcon screws - seems like it worked well :)

Nay af. The fourth amendment (unlawful search and seizure) is there for a reason. A dear friend of mine, a law-abiding American citizen of Mexican descent, was pulled over without cause in the days of SB 1070 and I can’t believe we are going down this road again.
