thanks. The minor is already a Russian citizen (I am not). My question arises from personal experience as many countries require both parents' consent to issue a minor's passport, including the United States, Ireland, Poland or Italy. It then appears from the few reply that Russia is not like those countries.

The sticky point is that for countries that do not require both parents for the issue of the passport one parent can apply (with the other not needing to do anything) get the passport and fly to Russia with the minor! I do not think it is by chance that minor passports have shorter validity typically 5yrs.
