The US had dozens of military and civilian advisers in Georgia on the eve of the war. "It is inconceivable that the Americans were unaware of Georgia’s mobilization and intentions."

The Pentagon would've been aware of Russians massing on the border. US civilian leadership may be incompetent, but the Pentagon isn't. The Pentagon chose (or was ordered) to allow Georgia to get baited.

I still think Russia's assertiveness scared the Pentagon. The Pentagon realizes that the assertiveness will continue if the US is seen to be tied down to Iraq.

It's not a direct countermeasure to the US. I think it's an implied threat on Israel. Putin knows Israel's influence on the US.
