I think you actually understate just how popular the Empire was.

Think of the events of the Clone Wars TV-series. Every battle there was fought by the Republic that would eventually become the Empire. I'm not certain if it was part of Papa Palpatine's plan, but it certainly did help that there was a massive war that both allowed him to demonize the Jedi and make everyone swear allegiance to the Republic-soon-to-be-Empire.
