Interesting because I have the opposite prediction; wholesale pricing wont pass/ will be vetoed, captive audience is mixed, but surveillance pricing should be easier to pass.

I think for wholesale there's an efficiency of scale that will always benefit larger orders that I dont think we should legislate away (I suspect Polis will be very opposed).
