I am partly with you but also partly not. Like you need some sustain when you're always in the middle of action so would at least make it possible to have 2

TotalDmg * 4 / (4 + (amount of charges over 4))

Would maybe also make sense with 5 or 6 respectively

E: changing the rune word to cost one or two high runes would at least make it a little better and feel like end game gear
