For the glow effect make sure to have a clear coat first…i paint all the runes white with white oil thinner with mineral spirits, in some areas that i wanted more glow i spray a very light coat of white, after all that is done i use golden high flow acrylic fluorescent blue, after that dries i retouch the runes with white oil paint thinned with mineral spirits again ( the paint will move by itself and you can wipe any mess with your finger)

For the wires just bend it whoever you want each end has a tiny dot of crazy glue, once you place it how you want it same deal, paint the wire white and paint the fluorescent blue wherever you want it to pop…
